Scaffolding Licence

You need a permits (licence) to put building apparatus or machinery in the road: this includes things like scaffolding, construction fencing, cranes and cherry pickers.

Trying to source these permits is often time consuming and can often detract from the progress of your project itself. Don’t worry – Apt Scaffolding are able to obtain these permits on your behalf for a small extra cost, meaning not only will your scaffolding be legal and in-line with current regulations, but you’ll also be able to focus on the more pressing issues in your project.

Scaffolding Licence Application

Applications normally are processed within 10 working days.


Online application link

The minimum period for a scaffold licence is one month. You should always apply for a licence for the full duration of time that you will require the scaffolding to be on the highway. If you need it beyond this time, you will need to renew (extend) your licence at least 5 working days before the original licence expires. You will also need to renew any parking suspensions at least 5 working days before the date required.

How much does it cost?

Residential use fees
up to 10m = £213.30 (first month) and £129.50 (each extra month)
Betwen 10m and 15m = £296.60 (first month) and £193.60 (each extra month)
Over 15m = £618.60 (first month) and £257.90 (each extra month)

Commercial use fees
up to 15m = £296.60 (first month) and £193.60 (each extra month)
Over 15m = £618.60 (first month) and £257.90 (each extra month)

You will need to contact our Customer Service Centre on 020 8891 1411 or email highwayoperationsandstreetscene@richmond.gov.uk to request a licence. A Street Environment Inspector will then contact you to arrange a site meeting and the fees, terms and conditions will be confirmed at the meeting

0 to 2 months = £494.50 (less than 50m2) and £2,432.25 (more than 50m2)
3-4 months = £826.85 (less than 50m2) and £2,653.05 (more than 50m2)
5-6 months = £1,194.85 (less than 50m2) and £3,021.05 (more than 50m2)

Major Road
0 to 2 months = £989.00 (less than 50m2) and £4,863.35 (more than 50m2)
3-4 months = £1,653.70 (less than 50m2) and £5,307.25 (more than 50m2)
5-6 months = £2,390.85 (less than 50m2) and £6,040.95 (more than 50m2)
